Two other Chinese restaurants were closed by the DOH on Friday (Golden House in Queens and Sweet Spring on Catherine Street). Earlier in the week, a restaurant at 96 East Broadway was closed with 66 points; Chang Wang at 38A Allen Street was closed with 63 points; and Gao Xin Seafood Restaurant at 31 Division Street was shuttered after racking up an impressive 120 points (that number went down to 21 points during a follow-up inspection on Friday). Inspection results below. </p>

<p>LAST Friday Jonathan Martin and Ben Smith published a piece in <em>Politico</em> entitled &#8220;The New Battle: What it means to be American.&#8221; The gist of the piece is that conservatives and the Republican Party are moving away from culture-war issues and towards a struggle over the appropriate size and role of government. &#8220;Much of the right&mdash;including the noisy and influential tea party movement&mdash;sees greater and more immediate danger from this administration and Congress on issues related to the role of government and the very meaning of America than from the old &#39;social issues,&#39;&#8221; they write.</p>
<p>I was going to move on and cite several of the conservative figures Messrs Martin and Smith interview, but actually, I think I&#39;d better stop right there for a moment. Let&#39;s take a look at the elision in that sentence: the part where we move from &#8220;the role of government&#8221; to &#8220;the very meaning of America&#8221;. What is the relationship of &#8220;the role of government&#8221; to &#8220;the very meaning of America&#8221;? There are certainly some functions that government assumes in other countries which are clearly un-American. For example, in some countries, the government enforces an official religion. In other countries, the government imprisons people and tortures them without trial.&nbsp;(Ahem. Let&#39;s not get into that for now.)&nbsp;But the left is at least as adamantly opposed to government playing these sorts of roles as anyone on the right is. So how does today&#39;s right see &#8220;the role of government&#8221; as a dividing line between the right and left, in a sense that affects &#8220;the very meaning of America&#8221;? Here&#39;s former Bush administration official Peter Wehner:</p>
<blockquote><p>&#8220;What we&#39;re having here are debates about first principles,&#8221; Wehner said. &#8220;A lot of people think [Obama is] trying to transform the country in a liberal direction in the way that Ronald Reagan did in a conservative direction. This is not the normal push and pull of politics. It gets down to the purpose and meaning of America.&#8221;</p>
<p>In the view of National Review editor Rich Lowry, that sense on the right of a fundamental shift has helped turn the role of government into a cultural issue, filling some of the emotional space formerly occupied by the traditional hot-button issues.</p>
<p>Questions about the role of government &#8220;have a cultural charge because people feel the definition of the country is changing,&#8221; Lowry said.</p>
<p>Just as Christian conservatism in the 1970s and &#39;80s grew as part of a backlash against what were seen as the cultural excesses of the &lsquo;60s, the new right of today amounts to a rebellion against the perceived threat of this era&mdash;a slippage toward European-style social democracy.</p>
</blockquote>
<p>Oh, okay. The phrase &#8220;European-style social democracy&#8221; isn&#39;t actually entirely clear; the United States is, in every meaningful sense, a European-style social democracy, albeit one with relatively low taxes, relatively parsimonious government entitlements, and relatively spectacular national parks. But you get the drift. The right, in Messrs Martin and Smith&#39;s telling, is arguing that the &#8220;purpose and meaning of America&#8221; are not compatible with the economic elements of Barack Obama&#39;s legislative agenda. That agenda, last time I looked, chiefly comprised universal health insurance, regulation of the financial sector, a carbon tax or carbon emissions limits, and an approach to shrinking future budget deficits that will fall more heavily on the rich and involve fewer cuts to existing social services and entitlements. Mr Wehner and Mr Lowry, like many tea-party demonstrators, think that this economic agenda is un-American.</p>
<p>Messrs Martin and Smith don&#39;t explicitly say this, but one gets the feeling, reading their article, that they think the transition to this battle over &#8220;what it means to be an American&#8221;, in an economic sense, will calm some of the irrational frenzy of the old right-left culture wars over sexual identity, evolution, and so forth. If so, I would like to firmly disabuse them of that notion. Let&#39;s put it this way: I support the Affordable Care Act, known to the right as ObamaCare. I do not react well to being told that my position on this issue does not comport with &#8220;the purpose and meaning of America&#8221;. I see not a shred of evidence for such a claim. In fact, I believe that my support for universal health insurance, like my support for universal education, is rooted in the greatest traditions of American history and political thought. No doubt Messrs Wehner and Lowry feel the same about their positions on universal health insurance. The difference is that I&#39;m not going to accuse them of betraying &#8220;the purpose and meaning of America.&#8221; I am not trying to turn a dispute over what government should do to improve America&#39;s social and economic fairness and well-being into a shouting match over who is or isn&#39;t a real American.</p>
<p>But that&#39;s what Messrs Martin and Smith say the right is trying to do. If so, then phooey to the right. That&#39;s not less acrimonious than the culture wars. It&#39;s worse. Here&#39;s a culture-war argument: you say America is a Christian nation; I say America is a nation where Muslims and anybody else has the right to worship two blocks from ground zero. Here&#39;s another culture-war argument: you say America&#39;s freedom is under attack and we can&#39;t afford to give terrorists constitutional protections against torture; I say those constitutional protections against torture are exactly the freedom we&#39;re trying to defend.&nbsp;Both of these are real arguments about the meaning of America, with roots in the country&#39;s founding documents and originating political events. If you want to accuse me of being un-American in an argument like that, I&#39;ll argue you&#39;re wrong, but I can see why the accusation is germane, and I may call you un-American in your turn. But to call someone un-American because of their position on relative levels of taxation or the government&#39;s role in regulating and guaranteeing health insurance is an attempt to enlist nativist fear and vindictive nationalism in the service of one&#39;s own economic agenda. It&#39;s an outrageous tactic, and it ought to be completely out of bounds.</p>

<p>In neighboring Bulgaria, another poor EU member which spends just 4.2 percent of its GDP on health, patients also often pay for medical supplies and medicines &ndash; and preferential treatment.</p>
<p>&#8220;Typical forms of corruption in hospitals are bribes to secure hospital admission, purchase of medical supplies and medicines, soliciting official donations to the hospital, extra charges for treatments and operations,&#8221; says Konstantin Pashev from the Center for the Study of Democracy.</p>
<p>Romanian leaders regularly go abroad for treatment of serious medical conditions. The less fortunate have grim stories to tell.</p>
<p>&#8220;My sister had an ovarian cyst which was operated on two years ago,&#8221; says accountant Agnes Sekely, from the western Romanian city of Cluj. &#8220;She saved as much money as she could to give to the doctor (but) a month later, when she went for a checkup, the doctor said to her: &#39;You owe me something.&#39;</p>
<p>&#8220;My cousin &#8230; has a kidney stone and she was told that without 1,000 euros she should not bother to go to hospital for the operation.&#8221;</p>
<p>Standards are inconsistent. Costel Rotaru, 55, says he had to buy bandages when he was recently hospitalized with a hand infection. But Mihaela Stroe, 40, who gave birth this week in another Bucharest hospital, said that hospital provided everything.</p>
<p>In small towns outdated equipment is the norm, and overcrowded wards &ndash; sometimes with even two to a bed &ndash; are not unusual. Scuttling cockroaches are seen in some hospitals even in the capital and it is standard practice to pay nurses to change dirty bed linen.</p>
<p>Doctors and nurses in both Romania and Bulgaria are poorly paid &ndash; in Romania, a specialist at a hospital makes the equivalent of less than euro1,000 ($1,300) a month. This has ensured the survival of bribes, a common practice under communism.</p>
<p>In contrast, medical staff in most West European countries are not even allowed to accept flowers or a box of chocolate from grateful patients.</p>
<p>At 73, average life expectancies in both countries are five years less than the EU norm. And things are set to get worse.</p>
<p>The Romanian health ministry says that 8,000 doctors have requested documents allowing them to work abroad in the last three years. This comes at a time when Vasile Astarastoae, chairman of the College of Doctors in Romania, says the country needs to double the number of its doctors to reach the EU average of physicians per patient.</p>
<p>Conditions are similar in Bulgaria. Stanka Markova, chairperson of Bulgaria&#39;s nurses association, says the Balkan nation needs to double the number of nurses to reach the required doctors-nurses ratio.</p>
<p>She says understaffing is affecting the quality of treatment with hospitals with fewer nurses having higher mortality rates. As in Romania, medical staff are looking for jobs in Britain, Spain, and Greece, where the average salaries for nurses are five to six times higher than in Bulgaria.</p>
<p>Romania has 19 doctors and 42 nurses to 10,000 people, compared to a regional Balkan average of 32 doctors and 79 nurses, according to the World Health Organization.</p>
<p>Some of the critically injured newborns suffered burns to 80 percent of their tiny bodies and respiratory tracts and treatment was gladly shared with a medical team from Israel, headed by Dr. Josef Haik, director of the burn unit at Sheba Medical Center at Tel Hashomer.</p>
<p>Defying calls for his resignation in the face of public anger, Health Minister Attila Cseke called this week to be allowed to hire more staff, saying that the system needs &#8220;thousands&#8221; of professionals.</p>
<p>But money is a problem. Romania remains on an IMF drip as it seeks to cut down spending, reduce its budget deficit and avoid the worst case scenario of default. And there is lack of clarity about how the money available is spent.</p>
<p>&#8220;We must discuss about stopping wastage in the health system, a system which had in 2001 funding of 1 billion euro, and today has over 4 billion euro,&#8221; said President Traian Basescu this week.</p>
<p>Tragic accidents happen as well in the most prosperous EU countries. In Germany prosecutors on Monday were investigating the deaths of two infants who may have been infected by a tainted infusion at a hospital in the western city of Mainz. A third infant remained in critical condition.</p>
<p>But Romania&#39;s problems appear more deeply rooted.</p>
<p>Investigators noted an overloading of the electrical wiring system in the intensive care unit for premature babies, which could have sparked the fire. The prosecutor&#39;s office was investigating reports that the missing nurse was celebrating a local holiday with colleagues in another room. The door of the unit was locked and could only be opened with a card.</p>
<p>Surveillance video showed staff and parents trying desperately to enter the unit amid swirling smoke. Firefighters finally managed to break down the reinforced glass door.</p>
<p>The management of the hospital has been suspended and the health ministry has pledged to install fire detectors in hospitals.</p>
<p>However, for some, the measures are too little, too late.</p>
<p>&#8220;Incompetence, indifference and irresponsibility together equal crime,&#8221; said Sekely, the accountant. &#8220;Guilty are the doctors, the nurses, the guards, the electricians, the lack of funding, in short the whole system.</p>
<p>&#8220;It makes me sick.&#8221;</p>

<p>I think smoking stinks, and I have always hated it.  My mother had me rather late in life and when she worked at the Waldorf it was at the height of the Madmen era, but she always hated smoking, yet she died of lung cancer, and it went incredibly fast which is what happens to non-smokers.  Think about Dane Reeves.  People who smoke actually have a lot better chance like this woman did of getting better so I say smoke away (no not really).  Actually the smell is the problem.  I am sure the herbal smokes do nothing and the place smells like a hell, but tell this woman to suck it up.  I am sure I will just forward through her idiot disclaimer so can kiss my ass.  I am still pissed about my mother and she should just shut up good God she has had two chances, and now she wants to shove her disclaimer on a perfectly good show.  Blah, Blah, Blah.  If you want to really see something you ought to watch a breathing treatment.  I wonder if she ever had one of those.  How long has it been that we have known that cigarettes are bad for you? <p>2) Regardless of this bill or not, what you outline is a trend that has been happening for a long long time. Consumers have had to put &#8220;more skin in the game&#8221; for while now, well before this healthcare bill. The challenge is that if healthcare insurance costs continue to go up and the insurance companies continue to abuse their power there will be increasing pressure to get rid of the insurance companies and go to single-payer. The public will only be able to stand so much in terms of healthcare bills. What healthcare reform did was it put a spotlight on the insurance companies like never before and in fact it put them on notice. Insurance companies must now tread very carefully, as the public has gotten a taste of the possiblity of a public option and many will increasingly think of single payer. </p>
<p>3) Safeway is a terrible example. That is a company that all it has done is increasing pushed off the cost of healthcare on to its employees. No magic in that. There claims of having reduced healthcare costs are BS. They just gave less of it to their employees. All they have been doing is taking away benefits. In addition, there is a case to be made that they have decriminated in their hiring practices, choosing to hire more &#8220;healthy&#8221; employees. Non-smokers for example. That is a slippery slope.</p>
<p>&#8220;But a review of Safeway documents and interviews with company officials show that the company did not keep health-care costs flat for four years. Those costs did drop in 2006 &#8212; by 12.5 percent. That was when the company overhauled its benefits, according to Safeway Senior Vice President Ken Shachmut. </p>
<p>The decline did not have anything to do with tying employees&#8217; premiums to test results. That element of Safeway&#8217;s benefits plan was not implemented until 2009, Shachmut said. </p>
<p>After the 2006 drop, costs resumed their climb, he said. </p>
<p>Even as Burd claimed last year to have held costs flat, Safeway was forecasting that per capita expenses for its employees would rise by 8.5 percent in 2009. According to a survey of 1,700 health plans by the benefits consultant Hewitt Associates, the average increase nationally was 6.1 percent.&#8221;</p>

<p>4) Sure, fine and dandy that employers will stop giving employees healthcare coverage and that might be ok in a competitive healthcare insurance marketplace.  However, healthcare in America is anything but a competitive marketplace. First, most states are dominated in market share by only one or two insurance companies and that is not likely to change, even if you change the interstate insurance rules. Second, with the insurance companies standing in the way, as middle men, consumers have zero access to the type of information you would normally get in a free market. For example, consumers have no information about what different insurance companies, hospitals or doctors will actually charge for procedures. In addition, consumers have no measures of quality regarding treatment from doctors, labs and hospitals. So how are consumers going to make the kinds of pricing decisions based on value and quality like they do with everything else they buy, when there is zero information available. There is no free market in healthcare services in this country.</p>
<p>Nonprofits nationwide say they are still reeling from the recession, and a recent survey suggests mental health and crisis-intervention groups are among the hardest hit.</p>
<p>GuideStar, which collects and publishes information about nonprofits, surveyed 6,679 public charities and private foundations in different industries across the country, including 813 in California. Respondents were asked how their budgets and services fared in the first five months of 2010.</p>
<p>About 40 percent of respondents said they have seen contributions drop this year, and 63 percent said demand for their services is up. But the figures were even higher among the 170 mental health organizations surveyed:&nbsp;51 percent said contributions have declined, and 78 percent reported increased demand for services.</p>
<p>Less money and more demand is a &quot;fairly uniform&quot; issue among California mental health nonprofits, said Rusty Selix, executive director and legislative representative for the California Council of Community Mental Health Agencies, a trade group representing about 70 nonprofits.</p>
<p>Economic stress has created more demand for mental health services, but has also led to cuts in funding, primarily from the government, Selix said.</p>
<p>&quot;It&#39;s an increase in unmeetable demand; it might have been met in better times,&quot; he said. Selix estimates that capacity for mental health services for California adults has fallen 10 to 20 percent because of funding cuts.</p>
<p>Nationwide, mental health organizations attributed the decline in funding to primarily fewer and smaller donations from individuals, corporations and private foundation grants. Thirty-five percent said government grants were smaller. One in four said government contracts were smaller, while 14 percent said government contracts were discontinued.</p>
<p>The survey found that some sectors have fared better this year. Food and nutrition organizations have experienced an increase in demand, but contributions have largely kept pace.</p>
<p>Of 126 food organizations in the U.S., 81 percent reported greater demand. However, 56 percent said contributions increased, and 18 percent said they remained about the same according to figures provided to California Watch by GuideStar. For the 24 percent that said contributions declined, the main reasons were fewer and smaller donations from individuals.</p>
<p>Among the survey&#39;s findings for nonprofits overall:</p>

<p>Budgets increased this year for 41 percent of nonprofits. Twenty-nine percent said their budgets decreased, and 28 percent said budgets stayed about the same.</p>

<p>58 percent have cut back on activities and services to reduce their budgets.</p>

<p>Half have frozen salaries to reduce their budgets.</p>

<p>Michigan is one of several states where the state government lacks the authority to enforce key provisions of the health care reform law passed by Congress earlier this year. The New York Times reports that the state cannot, under current law, enforce many of the laws provisions requiring certain types of coverage and restrictions on insurance companies operating here.<br />

<p>  are not welcome to peddle their concoctions in Portland<br />
  without the government thugs getting their cut. In this case,<br />
  little Julie Murphy was shut down by the Multnomah County Health<br />
  Department for setting up at a monthly art festival in Northern<br />
  Portland without paying a $120 temporary restaurant license.<br />
  <em>The Oregonian</em> reports:

    &#8220;I understand the reason behind what they&#39;re doing and it&#39;s a<br />
    neighborhood event, and they&#39;re trying to generate revenue,&#8221;<br />
    said Jon Kawaguchi, environmental health supervisor for<br />

    Health Department. &#8220;But we still need to put the public&#39;s<br />
    health first&#8230;.&#8221;

    Technically, any lemonade stand &#8212; even one on your front lawn<br />
    &#8211;&nbsp;must<br />
    be licensed under state law, said Eric Pippert,<br />
    the&nbsp;food-borne<br />
    illness prevention program&nbsp;manager for the state&#39;s<br />
    public health division. But county inspectors are unlikely to<br />
    go after kids selling lemonade on their front lawn unless, he<br />
    conceded, their front lawn happens to be on Alberta Street<br />
    during Last Thursday.&nbsp;

    &#8220;When you go to a public event and set up shop, you&#39;re suddenly<br />
    engaging in commerce,&#8221; he said. &#8220;The fact that you&#39;re<br />
    small-scale I don&#39;t think is relevant.&#8221;&nbsp;

    Kawaguchi, who oversees the two county inspectors involved,<br />
    said they must be fair and consistent in their monitoring, no<br />
    matter the age of the person. &#8220;Our role is to protect the<br />
    public,&#8221; he said.

<p>Sindecuse Health Center has announce it&rsquo;s new online Health Manager, a program that can be used to securely manage your health information from billing to immunization records.</p>
<p>With 24/7 access to Health Manager, students and staff can schedule appointments for a variety of health center services. Some of these services include requesting prescription renewals from your provider, asking a nurse health-related questions, sending and receiving secure messages from a medical social worker, and printing immunization records and visit receipts.</p>
<p>Medical systems administrator, Sandy Custer, said, &ldquo;The Health Manager is open and available to anyone with a valid Bronco Net ID and password; it is open to students and faculty.&rdquo;</p>
<p>&ldquo;When you log in with your Bronco Net ID, you will also be asked to verify your date of birth to maintain security of your records.&rdquo;</p>
<p>When students log in they will see links such as:</p>
<p><strong>Appointments:</strong> Under this link, students can schedule appointments and view previous appointments. It also lists all the information needed prior to an appointment .</p>
<p>Once the student starts scheduling an appointment, they will be taken to a page that lists departments that do not allow online appointments to be made.</p>
<p>Anyone scheduling and&nbsp; appointment online will be asked a series of health related questions to make sure that it is not necessary to seek emergency medical attention.</p>
<p>&ldquo;This is part of the Health Manager because obviously we don&rsquo;t want students to schedule an appointment with us and wait to come see us when they could be having a serious problem so we strongly encourage them if necessary, please seek emergency help.&rdquo; Custer said.</p>
<p>The appointment link also lets the student choose from a list of appointment categories like nurse appointment, laboratory apointment or appointment with a physician or physician assistant. The website explains what types of medical concerns fall into each category.</p>
<p>After making an appointment, the manager asks for a callback number so that if there are any issues with the appointment the student can be contacted immediately.</p>
<p>&ldquo;Students and staff can also cancel appointments at anytime online which is nice because if you have something come up last -minute you aren&rsquo;t worrying about calling in and getting a hold of someone,&rdquo; Custer said.</p>
<p><strong>Messages:</strong> Here students can send SHC a message. These messages will be generated only through the Health Manager and when the student receives a response, an e-mail will come to their inbox indicating that a secure message has been received.</p>
<p>&ldquo;We do this because e-mail is not secured and we don&rsquo;t want anyone to be able to view your personal information ever,&rdquo; Custer said.</p>
<p>The messages link enables students and staff to chat back and forth with doctors about prescription refills, pharmacists, nurses and the social worker. This was added so that students could avoid waiting on the phone.</p>
<p><strong>Forms:</strong> The forms link keeps track of all the forms that are filled out at SHC. In the future, SHC hopes to put health forms and insurance forms online so that students can fill them out ahead of time and they will always be available.</p>
<p><strong>Account Summary:</strong> This link keeps track of all past visits and receipts. The receipts are given in detail and broken down into two types of payments: insurance payments and patient payments.</p>
<p>Insurance payments column will show the patient how much their insurance has paid towards their bill and the patient payments column shows the amount that was paid by the patient or charged to their student account.</p>
<p><strong>Immunizations:</strong> This link allows the student to view all records of immunizations at SHC. It also enables the patient to print the records if needed for a new job, or that need to be sent to a doctor. This also ensures that students know when the shots were given and what shot it was so that they know if they are all up to date on immunizations.</p>
<p>The Health Manager is located on the SHC webpage at http://www.wmich.edu/shc/ which also links students and staff directly to other services offered at SHC.</p>
<p>&ldquo;Our goal is to make convenience for students and staff,&rdquo; Custer said. &ldquo;Many students don&rsquo;t make appointments because they don&rsquo;t want to wait on the phone and they come in and wait for hours just to see a nurse.&rdquo;</p>
<p>&ldquo;We would like to prevent students from waiting and allow them easy access and quick service,&rdquo; Custer said. &ldquo;This new system will provide them with that and we are encouraging students and staff to e-mail us with feedback for how it works and if there are any glitches we may need to fix at shc-webmail@wmich.edu.&rdquo;</p>

<p>The good news for health insurers is likely to continue this week, as Aetna and WellPoint follow UnitedHealth Group in reporting their second-quarter earnings. <p><strong>Insurers&#8217; Earnings:</strong> Analysts expect Aetna, which will announce its results Tuesday evening, and WellPoint, which reports Wednesday morning, to have similarly strong earnings. The insurers were able to set their premiums well above their medical expenses, which were lower than expected because the flu season proved to be less severe than predicted.</p>
<p>The impressive profits are also a reflection of the traditional underwriting cycle for insurers, said Matthew Borsch, who follows the industry for Goldman Sachs. After disappointing investors with poor results over the last year or so, &ldquo;you&rsquo;ve got this big rebound in 2010,&rdquo; he said.</p>
<p>But investors have not been terribly excited about the results because of the uncertainty over how the new health care law will affect the industry.</p>
<p>During the course of the debate over health care legislation, the companies have proven easy targets, and their strong results for the second half of 2010 could make it harder for the insurers to get much sympathy from Congress or regulators about the need to raise premiums or have more wiggle room in the law. The profits come at &ldquo;an inconvenient time for insurers,&rdquo; said Mr. Borsch.</p>
<p><strong>Pharmaceutical Earnings: </strong> The reporting season would not be complete without the drug makers Amgen, Sanofi-Aventis and AstraZeneca providing their results on Thursday. Merck and McKesson will report on Friday.<br />

<p><strong>Health Care Law Impact</strong>: Other events to watch are today&rsquo;s news conference in Washington by the National Federation of Independent Business, which represents the interests of small employers, with help from, among others, the U.S. Chamber of Commerce. They will be complaining about new reporting requirements under the health care law.</p>
<p><strong>Information Technology:</strong> On Tuesday, there will be a hearing of the health subcommittee of the House Energy &amp; Commerce Committee on putting in place the Health Information Technology for Economic and Clinical Health Act, known as the HITECH Act. The law was adopted last year as part of the economic stimulus legislation to encourage the use of health information technology and electronic health records by hospitals and doctors. <p><strong>F.D.A. Panels:</strong> Tuesday will also be an important day for Medtronic, one of the country&rsquo;s largest makers of medical devices. The Food and Drug Administration is planning an advisory committee meeting on Amplify, a combination drug and device that the company wants to use in spinal fusions.</p>
<p>Expect some controversy, including over whether there is a higher incidence of cancer with the new device. The F.D.A. has posted&nbsp; information on Amplify on its Web site.</p>
<p><strong>Medicare Advantage: </strong> The Wall Street Journal also has a provocative piece about the generational tensions being created by cuts in the Medicare Advantage plans, those plans offered by private insures to people enrolled in Medicare. The plans are facing significantly lower payments from the federal government as it tries to pay for health reform.</p>
<p><strong> The Elderly:</strong> And USA Today took a look at grass-roots efforts to have neighbors help out the elderly so they can stay at home. &ldquo;More than 50 villages in a neighbor-helping-neighbor system have sprouted in the past decade from California and Colorado to Nebraska and Massachusetts,&rdquo; the newspaper says.</p>
<p><strong>Also Worth Reading</strong>: In his Caucus column, John Harwood examines the Obama administration&#8217;s efforts to sell, in small ways, some new initiatives after pushing big ideas like health care.</p>
<p>And from the weekend, The Times&#8217;s Sarah Lyall took stock of Britain&#8217;s decision to decentralize health care &#8211; a surprising move that would radically reorganize the National Health Service.</p>

The Republican plan is to eliminate medicare and dump the seniors on the insurance companies.  So what kind of rate do you think a 70 year old couple with health problems will get from the insurance companies?  $20,000+ per year sounds about right.</p>
<p>&#8220;First, it calls for big cuts in Social Security benefits for everyone currently under 55 years of age. On top of the cuts it also calls for privatizing Social Security.</p>
<p>Basically the exact plan President Bush tried in 2005. Next, it calls for the full privatization and phasing out of Medicare. It&rsquo;ll be replaced by a system of vouchers in which instead of getting Medicare you get a voucher to buy un-reformed private insurance [with benefits that fail to keep up with growing health care costs].</p>
<p>Weirdly, with all that, the draft GOP budget doesn&rsquo;t get the federal budget into surplus until 2083, which seems like a pretty long time. But isn&rsquo;t this sort of a big deal? House Republicans are poised to run in 2010 on slashing or abolishing the two most popular federal government programs &mdash; Social Security and Medicare.&#8221;</p>
